Road Safety Education Program

Attendance, Phases, and Key Rules

Attendance and Class Rules

  • Each lecture lasts two hours; full attendance is mandatory.
  • Maximum class size: 30 students.
  • Reserve each module online in advance; progression to the next phase requires proper completion of the current one.
  • Classes may be rescheduled if minimum attendance is not met.

Phase 1: Theory (28 Days Minimum)

  • Modules 1–4: Cover vehicle systems, Highway Safety Code, road signs, safe driving profiles, and at-risk behaviors.
  • Module 5: Theoretical evaluation (SAAQ-prepared). Completion allows you to obtain a learner’s licence (permis d'apprenti) with an attestation from City Driving School.
    • Canadian citizens: No appointment needed at SAAQ; complete a medical questionnaire.
    • Under 18: Parental/guardian consent required.
    • Non-citizens: Call SAAQ to open a file and bring required documents.

Phase 2: Guided Practical Training (28 Days Minimum)

  • Eligibility: Must pass Module 5 and have a learner’s licence.
  • Module 6: Focuses on accompanied driving and the role of accompanying riders.
  • Module 7: Teaches the OEA driving strategy for hazard detection and risk anticipation.
  • In-car Sessions 1–4: Basic vehicle manoeuvres and safe driving in simple environments.

Phase 3: Semi-Guided Training (56 Days Minimum)

  • Eligibility: Complete in-car sessions 1–4.
  • Module 8: Addresses speeding and its risks, especially for young drivers.
  • Module 9: Covers sharing the road with vulnerable users and various vehicles.
  • Module 10: Focuses on impaired driving and major causes of accidents among youth.
    • Must complete in-car sessions 5–8 before attending Module 10.
  • In-car Sessions 5–10: Complex maneuvers and evaluations in diverse environments.

Phase 4: Independent Driving (56 Days Minimum)

  • Goal: Prepare learners for independent driving.
  • Module 11: Addresses driver fatigue and distractions.
  • Module 12: Teaches eco-driving and reducing environmental impact.
  • Eligibility for SAAQ Knowledge Test: Hold a learner’s licence for at least 10 months and complete all modules.
  • Schedule the SAAQ knowledge and road tests; a car with insurance is required for the road test.
  • In-car Sessions 11–14: Advanced maneuvers and paired lessons for observation and practice.
  • In-car Session 15: Program review and final driving evaluation in preparation for the SAAQ road test.
